California Vehicle Code section 11713.1(b) requires that the advertised price of a vehicle only exclude taxes, registration, tire fee, document processing charge, finance charge, electronic vehicle registration or transfer charge, and emission testing charge. All other charges, such as service charges, dealer-added mark-up, or dealer-pre-loaded accessories must be included in the advertised price.
